In 2011, the Ministry of civil aviation of Kuwait announced the expansion of Kuwait International Airport to handle more passengers and aircraft. On October 3, 2011, the Civil Aviation Administration of Kuwait announced that the construction of the new terminal designed by foster + partners would begin in 2012, and the annual passenger handling capacity would be increased to 13 million in the first stage, and then expanded to 25 million passengers.

In December 2012, the Ministry of public works of Kuwait announced that the new terminal of Kuwait International Airport would be completed by the end of 2016, with an estimated cost of about KWD 900 million (US $3.2 billion).
